  1. 1.In a large bowl, mix the flour and salt together. Add the cold butter and use your hands to mix until the mixture resembles coarse crumbs.
  2. 2.Add the water and mix until the dough comes together. Divide the dough into 8 equal pieces and form them into disks. Wrap each disk in plastic wrap and refrigerate for at least 30 minutes.

  5. 5.Preheat the oven to 375°F. Remove the dough disks from the refrigerator and roll each one out into a 6-inch circle. Spoon 2-3 tablespoons of the beef mixture onto one half of each circle. Fold the other half of the dough over the filling and crimp the edges to seal.
  6. 6.Bake the patties for 25-30 minutes, or until the crust is golden brown. Serve hot with a side of rice and peas.
