  1. 1.Preheat oven to 350°F. Grease and flour two 9-inch round baking pans.
  2. 2.In a large bowl, whisk together flour, sugar, cocoa powder, baking powder, baking soda, and salt.
  3. 3.Add eggs, milk, oil, and vanilla extract and beat with an electric mixer on medium speed for 2 minutes.
  4. 4.Stir in boiling water (batter will be thin). Pour batter evenly into prepared pans.
  5. 5.Bake for 30 to 35 minutes, or until a toothpick inserted in the center comes out clean. Cool cakes in pans for 10 minutes. Remove from pans and cool completely on wire racks.
  6. 6.In a large bowl, beat butter until creamy. Gradually beat in powdered sugar and cocoa powder. Beat in heavy cream until light and fluffy.
  7. 7.Place one cake layer on a serving plate and spread with frosting. Top with second cake layer and spread remaining frosting over top and sides of cake. Sprinkle chocolate shavings over top of cake.
  8. 8.Slice and serve!
