  1. 1.Preheat oven to 375°F.
  2. 2.In a large saucepan, melt 3 tbsp of butter over medium heat. Add flour and whisk until smooth. Gradually add milk, whisking constantly, until mixture is smooth. Cook, whisking constantly, until mixture comes to a boil and thickens, about 5 minutes.
