  1. 1.Preheat the oven to 350°F. Grease a baking dish with butter.
  2. 2.Season the eel fillets with salt and black pepper. In a large skillet, heat 2 tbsp of butter over medium-high heat. Add the eel and cook until browned on both sides, about 3 minutes per side. Transfer the eel to the prepared baking dish.
  3. 3.In the same skillet, melt the remaining 2 tbsp of butter. Whisk in the flour and cook until golden brown, about 2 minutes. Slowly whisk in the milk, stirring constantly, until the sauce is smooth and thickened. Season with salt and black pepper to taste.
  4. 4.Pour the sauce over the eel in the baking dish. Bake for 20-25 minutes, until the sauce is bubbly and the eel is cooked through. Serve hot over a bed of mashed potatoes.
