  1. 1.In a large bowl, combine the all-purpose flour and salt. Add the cold, unsalted butter and use a pastry cutter or your hands to cut the butter into the flour until the mixture resembles coarse crumbs.
  2. 2.Gradually add the ice-cold water, mixing until the dough comes together. Shape the dough into a ball, cover with plastic wrap, and refrigerate for 30 minutes.
  3. 3.In a large skillet, heat the vegetable oil over medium heat. Add the ground beef and cook until browned. Add the chopped onion and diced potato, and cook until the onion is translucent and the potato is tender.
  4. 4.Stir in the thawed peas, chopped hard-boiled eggs, sliced olives, cumin, paprika, dried oregano, sugar, salt, and black pepper. Cook for an additional 2-3 minutes to allow the flavors to meld. Remove from heat and let the filling cool.
  5. 5.Preheat the oven to 375°F (190°C).
  6. 6.Divide the dough into 12 equal portions. On a lightly floured surface, roll out each portion into a circle about 6 inches in diameter.
  7. 7.Place a spoonful of the filling in the center of each dough circle. Fold the dough over the filling to form a half-moon shape. Pinch the edges together to seal the salteñas.
  8. 8.Place the salteñas on a baking sheet lined with parchment paper. Brush the tops with the beaten egg.
  9. 9.Bake for 25-30 minutes, or until the salteñas are golden brown and crispy.
  10. 10.Remove from the oven and let cool for a few minutes before serving. Enjoy these delicious Bolivian Salteñas!
